Department of Energy Guidelines for Electronic Signatures
DEPARTMENT OF ENERGY
The Department of Energy's overarching mission is to advance the
national, economic, and energy security of the United States; to
promote scientific and technological innovation in support of that
mission; and to ensure the environmental cleanup of the national
nuclear weapons complex. The Department has four strategic goals toward
achieving the mission.
- Defense Strategic Goal: To protect our national security by applying advanced science and nuclear technology to the Nation’s defense.
- Energy Strategic Goal: To protect our national and economic
security by promoting a diverse supply and delivery of reliable,
affordable, and environmentally sound energy.- Science Strategic Goal: To protect our national and economic
security by providing world-class scientific research capacity and
advancing scientific knowledge.- Environment Strategic Goal: To protect the environment by
providing a responsible resolution to the environmental legacy of the
Cold War and by providing for the permanent disposal of the Nation’s
high-level radioactive waste.
FEDERAL ENERGY REGULATORY COMMISSION
The Federal Energy Regulatory Commission, or FERC, is an
independent agency that regulates the interstate transmission of
electricity, natural gas, and oil. FERC also reviews proposals to build
liquefied natural gas (LNG) terminals and interstate natural gas
pipelines as well as licensing hydropower projects. The Energy Policy
Act of 2005 gave FERC additional responsibilities as outlined in FERC’s
top priorities and updated Strategic Plan.

B.1 Requirements for a Valid Offer—Caution to Offerors

electronically is required. Submission of an offer via the SPR's
specified on-line system will constitute a legal, binding offer. The
use of the combination of User Name and password to login and submit offers constitutes an electronic signature.While this is in reference to a proprietary system, PrivaSign also uses a User Name and password to capture signatures.

Electronic signature. In the case of any document filed in electronic
form under the provisions of this Chapter, the typed characters representing the name of a person shall be sufficient to show that such person has signed the document for purposes of this section.
